The "Programme Plus" programme consists of a series of special events and projects that combine the diversity of topics of Rijeka 2020 – European Capital of Culture or that have been carefully selected in order to adequately showcase the diversity of European cultures and superior artistic quality.

Among other things, the “Programme Plus” programme includes the opening ceremony of Rijeka 2020 – European Capital of Culture, as well as the main carnival parade, which will gather carnival groups from various European cities. Some of the representative artistic programmes include several gala concerts in the Rijeka theatre and exhibitions in the Museum of Modern and Contemporary Art and the City Museum of Rijeka.
